Andrew Gallo is the Principal IT Architect and Network Engineer, responsible for the design and implementation of the network for a large university. Starting in IT as a cable installer for a campus-wide fiber-to-the-desk deployment, his responsibility has grown to encompass optical transport, wireless, VoIP/collaboration, IoT, and peering and routing. He enjoys participating in testing new technologies such as Automatic Multicast Tunneling and Information Centric Networking.

Andrew participates in the higher education/research community to promote routing security.

Arturo Servin

Arturo L. Servin Niembro currently works at Google as an Interconnect and Edge Planning Technical Program Manager. He has worked in recent years to improve routing security at Google and within their interconnection program. Prior to joining Google, he was Chief Technology Officer at the Internet Address Registry for Latin America and the Caribbean (LACNIC).

Arturo also has worked as a research engineer, consultant, and network manager at various organizations in the UK and Mexico.

He received his PhD from the Department of Computer Science at the University of York, where his research focused on artificial intelligence, machine learning, and network security. In addition, he holds a Master’s degree in Telecom Management and a B.S. in Electronic Systems Engineering, both from ITESM Campus Monterrey, Mexico. Arturo has worked on multiple innovation projects, including the development of Internet-2 in Mexico, where he served as Chairman of the Network Development Committee and Coordinator of the working group on IP-Multicast.

Flavio Luciani was born in Roma in 1981 and took his Master’s Degree in Computer Engineering from Roma 3 University in 2006. He has been working with Namex since 2008 and since then he has supervised the technical and infrastructural development of the exchange point, firstly as a member of the technical staff and then, starting from March 2020, serving as Chief Technology Officer.

He was one of the Internet Society MANRS Ambassadors in 2020 and is currently a member of EURO-IX FPC and RIPE NCC CPF.

In my role as a Consulting Engineer, I work daily with operators whose networks are part of the Internet, helping them build better, more reliable, and secure networks. Many of these conversations are about Routing Security, RPKI, BGP authentication, and new developments including Quantum Networks/Internet and MANRS.

I also bridge the gap between operators and engineering interpreting operators’ wishes and needs and translating those to technical solutions. This includes authoring and evaluating IETF drafts, making impact assessments, gathering operators’ input, explaining why operators care about MANRS and how Juniper can help its customers comply.

My activities include:

  • NLNOG board member.
  • Member of the NANOG Program Committee.
  • Podcast host @ The Routing Table Podcast.
  • IETF participant.
  • Internet Society Organization Member Advisory Council (OMAC) representative.
  • MANRS Equipment Vendor Program founding participant.

  • Regular participant and presenter at NOG meetings, conferences, meetings, round tables, etc. Examples: APNIC, NLNOG, NANOG, GRNOG, RIPE, EURO-IX, DENOG, npNOG, DKNOG, MPLS World Congress and many others.

I am a holder of a Master’s Degree in IT and currently pursuing an MBA. My involvement in developing the Internet started in 2007 when I became a CISCO Instructor for CCNA. Later, I also passed the requirements to train other CISCO curricula namely ITE and CCNA security.

For the past 15+ years I have contributed to and served the Internet community in the following ways:

  • Creating technical training content on Internet technologies, protocols, and various best practices
  • Delivering  training in both face-to-face and online settings for various Internet organizations including AFRINIC, the Internet Society, AFNOG, and the University of Dschang
  • Delivering webinars, tutorials, and technical presentations at tech events
  • Assisting organizations in the deployment of various technologies ie. IPv6, RPKI, DNSSEC, CENTREON, DUAL WAN…

I have served the following organizations in the following capacities:

I was a MANRS fellow in 2021, in this capacity, I helped share the news about the initiative and helped some organizations implement MANRS actions.

I am currently a MANRS ambassador for 2022, in this capacity, I keep spreading the news about MANRS, supporting the 2022 MANRS fellows, and support network operators to become MANRS participants.

Nick Hilliard has specialized in Internet protocol and network design/implementation for over 25 years. He is the Chief Technical Officer at INEX, the peering point for Ireland, and one of the founding participants of the MANRS IXP Program. He is also a founding partner at Island Bridge Networks Ltd, a specialist IP network operations management company based in Dublin, Ireland.

He engages with bodies such as RIPE, the IETF, and Euro-IX, and has been actively involved in driving technical standards and global policy for routing security for many years. He was the original author and designer of IXP Manager, the open-source IXP software suite used by nearly 180 IXPs worldwide.

Nicolas Fiumarelli Santana

Nicolas is a prominent figure in Internet governance and security domains and has been at the forefront of pioneering advancements in the Latin American and Caribbean region, especially in the development and implementation of RPKI and DNSSEC. His profound expertise in RPKI has strengthened the region’s Internet infrastructure, establishing global best practices and standards.

In 2023, Nicolas demonstrated his leadership by organizing a significant session at the IGF, addressing top cybersecurity threats from diverse angles, including IoT security, critical Internet infrastructure, web security, and the emerging realm of quantum technologies. This workshop was meticulously curated to convene experts from various sectors, such as the Dynamic Coalitions, and Best Practice Forum (BPF) on cybersecurity, academia, government, and the technical community. The session’s goal was to foster a round-table discussion, elucidating the current state of cybersecurity across the Internet’s multiple facets and culminating in a ‘Cybersecurity Best Practice Guide’.

Beyond this, Nicolas has been actively engaged in organizing several workshops and has been working voluntarily with the Internet Society Alumni Network. His contributions include hosting webinars, huddles, and coffee chats open to the Internet Society members, further emphasizing his commitment to a safer and more inclusive Internet.

Nicolas’s dedication to bridging the technical and governance communities, combined with his proactive involvement in youth initiatives in Internet governance, makes him an invaluable candidate for the MANRS Steering Committee. His comprehensive understanding of the Internet’s ecosystem, paired with his technical acumen and governance insights, promises a future where the Internet remains both secure and accessible to all.

In his role as Distinguished Engineer at Comcast, Tony Tauber focuses on Backbone and Core network architecture and engineering with particular attention to measurement, manageability, and automation as well as network and routing security. He also partners with the research and education communities on projects and previously chaired the North American Network Operators Group (NANOG) Program Committee.

In the past, he held senior network engineering positions at BBN, GTE Internetworking, Genuity, Level3, and MIT Lincoln Lab as well as served as co-chair of the Routing Protocol Security working group in the IETF.

He has been the lead engineer and architect for Comcast’s RPKI and Anycast routing initiatives.
